End of the Fiscal Year

Today is the last day of the 09-10 fiscal year for EISD. Our fiscal year runs from September 1 – August 31. Other school districts have July 1 as the start of their fiscal year. Both systems have their advantages and disadvantages. Toward the end of each fiscal year, we have a called board meeting to do final amendments to the budget. During each regular board meeting, amendments are submitted for board approval.A majority of these amendments are for transportation and other small expenses such as postage. Over the past several years, the board has had to consider amendments for construction expenses also. Doing amendments during the school year not only keeps the district operating within the fiscal guidelines set forth by the state, it keeps the board from having to consider all of the amendments at one time. That would be a very time consuming process.

The final amendments serve two basic purposes: 1) take care of any normal amendments that might be necessary since the August board meeting, and 2) take care of the final amendments necessary to make sure that the district has not overspent in any function. 

Tonight, the EISD Board of Trustees will meet to consider the final amendments for the 09-10 school year. The meeting will start at 7:00 and be held in the HS library. The board will also consider renovations to the baseball and softball complex and hold an closed session on personnel and students transfer requests. 

Our High School volleyball team is traveling to Edgewood this evening. The games are scheduled to start at 4:30.  

This Week

At the end of the first week, our enrollment was at 1470 students. This number is up from where we ended the 09-10 school year. This is a healthy enrollment for our district. It would mesh well with the 10-11 budget.

Tonight

Tonight’s varsity football game has been moved to Eustace. The game will start at 7:30. I encourage everyone to come out and support the Bulldogs as they take on Kemp. You will also get a chance to see Bulldog Cheerleaders (the best cheerleading squad in the area) and you will get a chance to see and hear the Mighty Bulldog Marching Band. If you cannot attend tonight’s game, you can follow the score by going to the district’s homepage, www.eustaceisd.net. The score will be updated via Twitter. You may need to refresh your browser from time to time.

Overall, it has been a good first week. Our enrollment is at 1451, which is exactly where we ended the 09-10 school year. We do expect to see a few more students enroll in the coming days.

I want to thank all the staff, students, parents, grandparents, and other relatives for the great start to this school year. The beginning of the year is always a little hectic. Even so, this year has started very smoothly.

2010-2011 Budget

During the August regular board meeting, the EISD Board of Trustees approved the 2010-2011 operating budget. Below is a summary of the M & O portion of the budget:

The M & O (maintenance and operations) budget is the portion of the budget used for the daily operation of the district. It is comprised of state and local funds. The majority of the local funds come from property taxes. A couple of notes about the budget:

  • Function 51 – Maintenance – contains all the utilities (electricity, gas, phone, trash collection) for the district. That is why it is the second largest function in the budget.
  • Function 93 – Payments to Fiscal Agents – is the share that EISD pays to our special education co-op.
  • Function 99 – Other Intergovernmental Charges – is the amount paid to the Henderson County Appraisal District for appraisal costs.
  • Function 41 – Admin – contains all the costs associated with the central administration (business office, tax collection, superintendent, and school board).
  • Function 36 – Co/Extracurricular – contains the costs for athletics, part of band, cheerleading, the districts drug testing program, one act play, UIL academics, and stipends for all extracurricular activities

Overall, the 2010-2011  M & O budget is 5.57% lower than the 2009-2010 M & O budget. If you have any questions about any part of the budget, please contact me at cholcombe@eustaceisd.net.

The JV football team will be in action tonight against Kemp at Bulldog Stadium. The game will start at 6:00. The varsity girls volleyball team will be competing in the Tyler Tournament today.

Great Turnout Last Night!

There was standing room only for the Bulldog Bash last night! The old High School gym was packed with parents, friends, and other relatives to meet the 2010-2011 Bulldogs. Those in attendance not only got to meet the players, they were treated to performances by the Eustace High School Cheerleaders and the Bulldog Band. Thanks to everyone for coming out and showing your support last night! I want to thank the Athletic Booster Club for all their work in making last night a success.

Also, the Meet the Teacher night a the Middle School brought out a good crowd also. Below is a picture of the event. Thanks to all the parents, grandparents, friends, and other relatives that came out for this event.

Meet the Teacher and Bulldog Bash

The first day went well. We had a total of 1379 students show up for the first day. We are expecting more in the coming days. We are certainly thankful for each and every student and look forward to serving them all.

I want to remind everyone that from 5:30 – 6:30 tonight is Meet the Teacher Night at the Middle School. I encourage everyone with Middle School students to come out and see the campus and meet all the teachers.

After the Meet the Teacher Night at the Middle School, the annual Bulldog Bash will start at 6:30. The Bash will be held in the old High School gym. Everyone is invited! The cheerleaders, band, and all the fall athletic teams will be there. Hot dogs and drinks can be purchased after the Bash from the Booster Club.

Immediately following the Bulldog Bash, the High School will host its Meet the Teacher Night in the HS cafeteria. All the HS teachers will be there.

 

Welcome Back!

The 2010-2011 school year officially starts today. We are looking forward to another great year! Although this is the first week back for all students, there are many activities going on this week:

Monday – Band practice 6 – 9

Tuesday – MS Meet the Teacher Night 5:30 – 6:30; Bulldog Bash 6:30 – Old HS Gym – Everyone is invited out for the Bulldog Bash!!

Thursday – JV FB v. Kemp 6:00; Tyler Varsity Volleyball Tournament

Friday – Tyler Varsity Volleyball Tournament; Varsity football at Kemp 7:30

Saturday – Tyler Varsity Volleyball Tournament

Congratulations to the varsity girls volleyball team!! They won first place in the Eustace Tournament on Saturday. They had three tough games against 3A schools, but came out on top. The championship game was played against Van. Our Lady Bulldogs won 2 games to 1.

Budget and Tax Rate Hearing and Regular Board Meeting

On August 17, the EISD Board of Trustees held a budget and tax rate hearing. The hearing started at 6:30 PM. During the hearing the board received information about the proposed budget and proposed tax rate for the 2010-2011 school year. The board reviewed information related to enrollment and attendance, property tax values, bond debts, fund balances, and overall trends in the EISD budget.

Immediately following the budget hearing, the EISD Board held its regular monthly meeting. The following actions occurred on agenda items:

  • Approved the minutes of the July regular board meeting.
  • Approved the financial reports as presented.
  • Approved the 2010-2011 budget as presented.
  • Approved the proposed tax rate for the 2010-2011 school year.
  • Approved the list of PDAS appraisers as presented.
  • Approved a resolution authorizing the execution of an agreement for the Energy Efficiency Grant.
  • Approved TASB’s bid for workers compensation insurance for the 2010-2011 school year.
  • Approved changes to the class ranking policy and procedures effective for the incoming freshmen in the 2010-2011 school year.
  • Employed the following personnel for the 2010-2011 school year: Lea Ann Price, instructional aide, Primary; Joni Hunt, instructional aide, Primary; Lisa Aycock, cook, Primary/Intermediate Cafeteria; and, Traci West, cook, High School Cafeteria
  • Extended the contract of the following special education personnel through the 2011-2012 school year: Mack Saxon, special education director; Kathryn Henderson, diagnostician; Sonya Smith, speech therapist; Amy Smith, speech assistant; Carol Graves, VAC/homebound/case manager; D. J. Dean, VI/O & M; and Tiffani Chastant, LSSP
  • Approved the substitute list as presented
  • Approved the student transfers as presented
  • Adjourned

Getting Things Underway

The staff members of EISD have officially started the 2010-2011 school year. The first official day back was Tuesday; however, MS and HS teachers participated in training on Monday, so they were back a day early. Many other teachers and staff members have been around since August 9. They have been getting their classrooms ready and some have been meeting in teams to plan strategies and update curriculum. Everyone is excited about the accountability ratings for 09-10 and equally excited to get the new school year underway.

So far this week, the following activities have occurred:

Monday – Discovery Learning training for MS and HS

Tuesday – Discovery Learning training for MS and HS; PS and IS had campus meetings throughout the day

Wednesday – General meeting in the morning and campus meetings after that

Today is full of events:

8:00 AM – Varsity girls volleyball tournament gets underway. The Lady Bulldogs play at 8:00 AM. The tournament will run through Saturday.

3:00 PM – Meet the Teacher Night at the Primary for new students

3:30 PM – Meet the Teacher Night at the Primary for returning students

4:00 PM – Meet the Teacher Night at the Intermediate for all students

6:00 PM – Football scrimmage vs. Elkhart – Bulldog Stadium

While this school year will not "officially" start until August 23, there has already been plenty of activity this month. Band, football, cross-country, and volleyball have all been practicing since August 2. Next week, all district personnel will report back. We will also go back to regular office hours.
