Budget and Tax Hearing and Monthly Board Meeting Tonight

The Eustace ISD Board of Trustees will hold a budget and tax hearing tonight at 6:30 in the HS library. The purpose of the hearing will be to discuss the proposed 2013-2014 budget and the proposed tax rate for 2013-2014. Everyone is encouraged to attend the hearing. During the hearing the Board will review information and data used to compile the proposed budget for 2013-2014. Since this is a hearing, no formal action on either the budget or the tax rate will occur.

Following the budget and tax hearing, the Board will hold their regular monthly meeting. During the regular meeting, the board will hear the following reports:

The Board will enter closed session to discuss personnel matters and student transfers. Any action taken on any closed session item will take place when the Board reconvenes in open session.

Volleyball Wins at Van Tournament and This Week

Congratulations to the varsity volleyball team on their Gold Bracket championship at the Van Tournament this past weekend. In pool play, the Bulldogs went 2-1, posting wins over Cayuga and Edgewood. The Bulldogs lost a close game to Kaufman in pool play. During the bracket play, the Bulldogs posted wins over Big Sandy, Brownsboro, and Harmony to win the championship of their bracket.


This Week

All staff members report back tomorrow for four days of inservice. District meetings will take place tomorrow and the rest of the time will be devoted to working at campuses. The district will go back to normal hours Monday – Friday.

Volleyball Starts Season With Two Wins

The varsity volleyball team defeated Mildred 3 – 0 and then won an exciting 5 game match against Athens, 3-2. The two matches were the first games of the 2013 season. This Thursday, the varsity volleyball team travels to Van to compete in the 24 team Van Tournament. The Lady Bulldogs will be competing in the afternoon pool play on Thursday with their first game starting at 3:00 PM. Eustace will also play at 6:00 and 8:00 on Thursday.

The 9th and JV volleyball teams will be competing in the annual TVVOA tournament hosted in Eustace this weekend. At this time, I do not have playing times for our 9th and JV teams.

The High School football teams will be traveling to Scurry for a scrimmage this Thursday. The scrimmage is set to start at 6:00 PM.

Accountability Ratings

Yesterday, TEA released the accountability ratings to school districts. Today, those ratings will be released to the public. Attached to this entry is a copy of the rating reports for the district as well as each campus. These ratings reports are radically different from what we have seen in the past. All of the information for the district and for the campuses are condensed to a one page report.

The district and campuses are now rated on four indices: Student Achievement, Student Progress, Closing Performance Gaps, and Postsecondary Readiness. For each index, the district and campus received a percentage score based on the total possible points and the points earned by the district or the campus. TEA has established a minimum performance standard for each index.

In the report for the district and campuses, it is stated whether the index was met. A graph is also included that compares the district or campus with the minimum score required by the state. On the campus report, demographic information about the specific campus is included. At the bottom of the reports, information is provided about how the scores were derived and a summary of the indicators that were met.

The campus reports also designate if the campuses received “Distinctions.” Campuses can receive distinctions in Reading/ELA, Mathematics, and in Top 25 Percent Student Progress.

Overall, the district and all the campuses met the standards established by the state. Each campus also received at least one distinction. Please take a few minutes to look over the reports below. State Releases STAAR Tests

TEA has released the STAAR tests for students in grades 3-8 and the end of course tests taken at the completion of certain courses. The tests can be viewed at the following website: http://www.tea.state.tx.us/student.assessment/staar/testquestions/

Along with the actual tests, TEA has also released the answer keys associated with each test. I encourage everyone to take some time and review these released tests. Notice of Public Meeting to Discuss Budget and Proposed Tax Rate

On August 20, the EISD Board of Trustees will hold a public hearing to discuss the 2013-2014 budget and proposed tax rate. One of the requirements of this hearing is that a notice containing specific information be published in a newspaper that is widely circulated in the district. EISD will publish the notice in both the Athens Daily Review and The Monitor.

The actual notice that will be published is attached at the bottom of this post. I encourage everyone to take a few minutes and review this notice. This notice contains a wide variety of information. In the next few paragraphs, I will summarize the information contained in the notice.

In the first part of the notice, the time, date, and location of the public meeting is given. As noted above, the public meeting will be on August 20 at 6:30 PM. The meeting will take place in the High School library.

Immediately below the location is the proposed tax rate for 2013-2014. The proposed tax rate was adopted at the July regular meeting of the Board. The proposed tax rates for 2013-2014 are $1.04 for maintenance and operations and $0.2264 for debt services (or I & S). The total proposed tax rate for 2013-2014 is $1.2664. This proposed rate is $0.0036 less than the 2012-2013 tax rate of $1.27.

Below the proposed tax rate is a section that compares the proposed budget with last year’s budget. In this section, a percent of increase or decrease is shown for the maintenance and operations budget, the debt service budget, and for total expenditures. In the maintenance and operations area, the proposed budget represents a 4.97% increase over last year’s budget. The reason that the proposed budget is greater than last year’s is that the state reinstated funds that were cut from school districts in the last biennium. The debt service shows a decrease of 5.76% from last year. This decrease is due to the refinancing of bonds that the Board approved earlier this year. The total expenditures show an increase of 3.83% over last year’s budget.

Next, is a comparison of Total Appraised Value and Total Taxable Value. I will not reproduce all of the numbers here. I will note that the current year values reflect an increase over last year’s values.

At the bottom of the first page is a section for bonded indebtedness. EISD’s current obligations total $11,885,000. This is  the principal amount only.

At the top of the second page, there is a section that compares the proposed tax rates with last year’s rates. Again, because there are so many numbers associated with this section, I will let you view those numbers in the attachment. Overall, this year’s proposed rate is less than last year’s actual rate.

Next is a section that compares the proposed levy with last year’s levy on an average residence. On an average residence, because of increases in property values, tax payers would pay an additional $4.06 in 2013-2014 over what they paid in 2012-2013.

The next section deals with the rollback rate. The rollback rate for EISD in 2013-2014 is $1.2679. Since this rate is greater than the proposed tax rate, there would not be a need for a rollback election.

The final section of the notice contains the estimated fund balances for maintenance and operations and for debt services. At this point, we can only provide estimates. We will not know the exact amount until our audit is conducted later in the year. At this time, we estimate our M & O fund balance to be slightly more than $ 4,000,000. We estimate that our I & S fund balance to be about $317,000.
