Congratulations to the varsity volleyball team on their come from behind win over Malakoff last Friday. The Lady Bulldogs were down 2-0 and came back to win the match 3-2. The win puts the Lady Bulldogs at 5-0 in district play. The Lady Bulldogs host Rice this Tuesday and host Scurry this Friday.

Today is the start of the second 6 weeks. Report cards will go home this Thursday. We have one holiday during this six weeks, Monday, October 8. This six weeks ends on November 2.

This Week

Congratulations to the varsity girls volleyball team on their win over Palmer last Friday! The win improves the Lady Bulldogs to 3-0 in district play. The win over Palmer also increased Coach Chuck Powers win total to 899! The Lady Bulldogs travel to Kemp on Tuesday.

Congratulations to the High School cross country teams on their dominating performance in the Canton meet! The JV boys, varsity girls, and varsity boys all placed first! Both of the boys teams had almost perfect scores!

Congratulations to Reece Thorne on being selected as the 2018 Homecoming Queen!

I want to thank everyone for their hard work in making this a great Homecoming Week! Special thanks goes to Leann Carlson and all the Booster Club!

This Week

Congratulations to the varsity volleyball team on opening district play with a win over Blooming Grove!

Due to lightning delays, the football game against Winona was called in the second quarter. While the Bulldogs were trailing 28-14, we were about to get the ball back with the opportunity to cut the lead to one touchdown.

This is Homecoming Week! There are many activities and events scheduled for this week. Rain is forecast for everyday this week. In case of cancellations, or changes in plans, please check our Twitter feed on our homepage, or by following us on Twitter at @EustaceISD.

Weather permitting, we will have our annual Celebrate Freedom Parade this Tuesday at 8:30 AM. The parade will take place at the Intermediate bus loop. Everyone is invited to attend!

Also, weather permitting, we will have our Homecoming Tailgate Party and Bonfire this Thursday. The Tailgate Party will start at 6:00 PM and will take place in the Bulldog Stadium parking lot. The bonfire is scheduled to start at 8:00 PM and will take place on the southside of Bulldog Stadium.

Also, this Friday is our annual District-Wide Pep Rally. The pep rally will start at 9:00 AM and will be held in the Kirk Gym. Everyone is invited to attend!

Congratulations to the varsity volleyball team on their 3-0 win against Palestine last Friday. The varsity football team lost a high scoring game against Lone Oak 42-56.

Bulldog Stadium is now ready for use. The crews just have some clean up work to complete. The running surface for the track will be installed at a later date to prevent unnecessary wear.

The MAP testing window will continue throughout this week.

Bulldog Bash is today at 6:30 in the E. L. Kirk Gym. All of the fall sports teams will be introduced, as well as the cheerleaders, student trainers, and band. Everyone is invited to attend. After the Bash, the High School will hold their Meet the Teacher night in the foyer of the Kirk Gym.

Budget and Tax Hearing

Prior to our regular monthly board meeting, the Board held a public hearing on the proposed budget and proposed tax rate for 2018-2019. During the hearing, the Board reviewed several different documents related to our tax rate and to the amount of state and local revenue that might be generated for the school year.

During the regular board meeting, the Board approved the proposed budget of $13,666,741. This amount is made up of state and local funds.  For 2018-2019, EISD is estimating that we will earn $6,921, 261 in state aid. To get this value, the district estimates attendance numbers based on prior year attendance data. These numbers are then entered into a spreadsheet that allows districts to estimate the amount of state aid they will receive for the school year.

In addition, we are estimating that EISD will generate around $6.2 million in local funds for the 2018-2019 school year. The vast majority of this ($5.7 million) will come from the taxes generated by the Maintenance and Operations (M & O) tax rate. For 2018-2019, the M & O tax rate for the district is $1.04. Other sources of local revenue include gate receipts for athletics, entry fees for volleyball, basketball, and baseball tournaments, entry fees for track meets, tuition, interest earned on investments, etc.

Compared to last year’s budget, the budget for 2018-2019 has an increase of about $149,000.  In terms of percentages, it would be a 1.1% increase over last year’s budget.

The M & O rate is not the only tax rate for EISD. In order to pay for voter approved bonds, the district also levies an Interest and Sinking (I & S) tax rate. The proposed I & S rate for 2018-2019 was $0.19. However, this was based on an estimate of our taxable value. When the actual values were received, it was determined that and I & S rate of $0.18 would be sufficient for the 2018-2019 school year. So, EISD’s total tax rate is $1.22  ($1.04 + $0.18).

The district is also expecting to receive approximately  $2.1 million in federal and activity funds. This will combine to create a total budget of about $16.7 million for the district.

Bond Proposal Approved by Board

During the summer, the EISD Board of Trustees asked that a group of citizens of EISD be brought together to analyze the results of the May 2018 bond election and to make recommendations on the future needs of EISD.

During the month of August, a series of meetings were held to discuss specified needs and to examine different options that might meet those needs. On August 9, 2018 the Committee, by a vote of 17-1, made a recommendation to the Board that included the construction of a new High School.

On August 20, 2018, the EISD Board of Trustees voted unanimously to call for a November bond election in the amount of $38.6 million. If approved by the voters, the bonds will be used to finance the following:

  • Construction of a New High School with Vocational/Ag/CTE
  • Renovation to Existing Facilities, including the Primary, Intermediate, and Middle Schools.
  • Conversion of the Existing High School into a Middle School.
  • Purchase of New Buses

The Board considered the addition of an auditorium to the new High School.  Taking many factors into consideration, the Board elected to construct the new High School with plans to add an auditorium in the future.

The Board also agreed that it was their intent to complete the turf program at the softball and baseball field that was part of the Committee’s recommendations. In attempting to keep the bond proposal as small as possible, the Board identified sources of funding that may be used for the turf installation. The sources included interest earned on the construction funds while construction is being completed, potential savings on the construction projects, potential increase in interest rates for current district investments, potential increase in state aid, etc.

If approved by voters, the tax rate increase required to finance the projects will not exceed 30.5¢, using conservative estimates.  The average Eustace ISD homeowner can expect to pay $22.76 more in taxes per month.  There will be no tax increase above the frozen level on the homestead of taxpayers 65 years of age and older who have applied for and received the age 65 freeze.

Early Voting will occur from October 22nd to November 2nd and election day voting will take place on November 6th.

Eustace ISD is well represented in the article. EISD was selected as the safest district in Henderson County and the overall best district in Henderson County. In addition, Eustace High School was selected as the best high school in Henderson County. In order to gain recognition such as this, it takes students, parents, other family members, and staff all working together. I want to thank everyone for working together to make this happen.

Tonight, the EISD Board of Trustees will hold its annual budget and tax public hearing. The hearing starts at 6:30 and will be held in the High School library. During the hearing, the board will review financial information that relates to the 2018-2019 budget and overall tax rate. Everyone is invited to attend.

After the hearing, the Board will convene for its regular monthly meeting. The meeting will start at 7:00 PM. Everyone is invited to attend.

Welcome Back, Bulldogs!!

Tomorrow, we officially start the 2018-2019 school year. This is always an exciting time for our students, staff, and parents. I would ask that everyone remember a couple of things:

  • On the first day, the buses may be a little early or a little late with their routes. It takes a couple of days to get new riders accommodated on our routes.
  • The traffic is usually fairly heavy the first couple of days. Please be patient with our unloading and loading of students.
  • It will take a couple of days for our dismissal routine in the afternoon to be completed in a timely manner. Just like the students getting back into their routine, it takes a little time for the campuses to get back in their routines.

We appreciate the great turnout for Meet the Teacher yesterday.

Many of our students have already been putting in practice time. Cross country, volleyball, and the Mighty Bulldog Marching Band have been practicing since August 1. The Bulldog High School football players have been practicing since August 6.

We have already had several volleyball scrimmages and matches. Today, the High School volleyball teams host Alba-Golden with the first game starting at 4:30. This Thursday, Friday, and Saturday, the Lady Bulldogs host their annual varsity volleyball tournament. There will be teams from all over at this tournament. I will be providing playing times on our Twitter feed @EustaceISD.

Our High School football teams travel to Edgewood this Friday for their first scrimmage of the year. The scrimmage is set to start at 6:30.
